Philosophy:

Rocky View Fire Services is a composite fire service consisting of full time, volunteer and paid on-call employees.  This staffing model meets the needs of the County and reflects the commitment of both the County and that of its various communities and residents.  This commitment to a composite model is unwavering and must be understood and embraced by all Fire personnel.

Position Summary:

The Manager of Fire Services provides leadership, coordination, collaboration and direction to ensure that services are provided to senior management, employees, residents and stakeholders in a timely, accurate, effective and efficient manner. The Manager participates in strategic planning, identifies budget requirements and manages personnel requirements, issues and concerns.  The Manager of Fire Services provides leadership, coordination, collaboration and direction to all full time, paid-on-call, and volunteer fire employees.

Key Accountabilities:

Duties and Responsibities:

  • Act as the director of Emergency Management.  Coordinate and direct the planning, organization, control, and implementation of local emergency management activities within the County and neighboring jurisdictions.
  • Implement and follow through with fire services best practices to align with the County’s Strategic Plan.
  • Establish and maintain the highest level of timely and effective communication at all levels of Fire Services.
  • Personal leadership and employee development through task delegation, mentoring and coaching of subordinate personnel. Hold employees accountable for duties and responsibilities assigned.
  • Maintain a strong understanding and appreciation for the organizational structure and culture of the County. Develop organization sensitivity and effective working relationship with peers and superiors within other departments.
  • Establish and maintain a high level of employee performance through effective recruitment and selection, coordination of employee orientation and development opportunities, engagement, mentoring and coaching employees on performance and disciplining employees including termination.
  • Promote, build and support employees’ professional development, expertise, performance, on-boarding, and succession planning.
  • Conduct probationary and annual performance reviews and on-going feedback and coaching.
  • Participate in the management of employee relations in conjunction with Human Resources.
  • Participate in the updating and/or implementation of policies, procedures, guidelines or protocols.
  • Facilitate continuous quality improvement, changes and responsiveness to service increases, changes or decreases.
  • Develop and monitor the departmental budget that provides for flexible, effective, efficient, and cost effective services. Make recommendations regarding operating budget, workload, employee resources, minor and capital purchases and space allocation.
  • Participate in and project manages section projects as required.
  • Attend and participate in inter-jurisdictional meetings and activities on an ad hoc basis.
  • Prepare for and attend regularly scheduled meetings of Council and committees as required.
  • Liaise with members of intradepartmental committees involved in joint projects and initiatives.
  • Act in a professional and responsible manner to protect the integrity of employees and the business of Rocky View County.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
  • Provide employees with adequate resources and work procedure training, and ensure required departmental representation on the Health and Safety Committee.
  • Adhere to Health and Safety Legislation and Rocky View safe work policies and procedures at all times, ensuring the protection and safety of self, co-workers, the public and environment.
  • Ensure the Rocky View Fire Service “Philosophy” is communicated throughout the section. This requires promoting the fire service as a composite fire service made up of full time, volunteer, and paid on-call members.
  • Coordinate and ensure compliance of all fire service legislative responsibilities.
  • Collaborate and act as a resource for inter-departmental activities and initiatives.
  • Demonstrate an active and ongoing commitment to and role within the County. This relates to community involvement, problem solving, education, etc.
  • Act as the General Manager in his/her absence as requested.
    Clean Criminal Record.
  • Clean Child Intervention Record Check.
  • Clean 5 year driver’s abstract.
  • Perform other duties and special projects as assigned.

Skills and Aptitudes:

  • Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team.
  • Demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities.
  • Demonstrated time management, organizational, problem solving and decision making ability.
  • Proficient with MS Office Suite.
